د.محمد البيسي؛ اقتصادي، خبير الاستثمار وريادة الأعمال، حصل علي الدكتوراة في البنوك والتمويل من جامعة روما بإيطاليا، والماجستير في الأعمال الدولية والسياسات العامة من جامعة كاتانيا بإيطاليا، فضلا عن كونه باحث زائر بجامعة كونكورديا؛ بمونتريال – كندا، وحصل دبلومة في ريادة الاعمال من مدرسة الادارة ALTIS بالجامعة الكاثوليكية بميلانو-ايطاليا في 2007.
عمل كمدير تنفيذي لمركز بداية لريادة الأعمال بهيئة الاستثمار، فضلا عن كونه حاليا خبير في سياسات الاستثمار، بهيئة الاستثمار المصرية.
عمل كرئيس للاستراتيجيات في صندوق رعاية المبتكرين والنوابغ بوزارة التعليم العالي والبحث العلمي من أغسطس 2024 إلى مايو 2025.
عضو اللجنة الدائمة لتقييم الأبتكارات وكذا مجلس البحوث الأقتصادية والأجتماعية بأكاديمية البحث العلمي المصرية، 2018 – 2021. والمجلس القومي للسكان (2023-حتي تاريخه).
د. البيسي؛ هو استشاري مركز ريادة الاعمال بالاكاديمية العربية للعلوم والتكنولوجيا؛ كما يقوم بالتدريس لمادة ريادة الاعمال بكلية الحاسبات وتكنولوجيا المعلومات بالاكاديمية العربية.
قام بالارشاد والتوجيه والتدريب للعديد من رواد الاعمال واصحاب الابتكارات.
له العديد من المقالات المتخصصة في الاقتصاد، الاستثمار، وريادة الاعمال.
Mohamed El Biesi, PhD is an economist, investment and entrepreneurship expert at the Egyptian Investment Authority (GAFI). He is the lead Advisor at the Entrepreneurship Center of Arab Academy for Science and Technology (AAST EC). Also; Dr. El Biesi is an assistant professor of entrepreneurship at faculty of computer science at the Arab Academy for Science and Technology (AAST).
He was the head of strategies at the innovators support Fund, at the ministry of higher education and scientific research from August 2024 to May 2025.
Dr. El Biesi headed the Bedaya Centre for Entrepreneurship and SMEs Development at GAFI from 2015 to 2017, also he was a member of the National Permanent Committee for Evaluation of Innovative Ideas and the Specialized National Scientific Council for Economics and Management at the Egyptian Academy of Scientific Research (ASRT) till Sep. 2021, Since December 2022 he is a member of the national council for population, headed by the Egyptian minister of health and population.
He obtained his PhD degree in Banking and finance from school of economics, university of Rome “Tor Vergata”, Italy and received the master’s degree in international business and public policy from Catania university, Italy. Furthermore, he was a visiting scholar at Concordia University (Montréal - Canada).
Also, he joined the Euro-Mediterranean School and obtained “Entrepreneurship Diploma” from Venice International University / Università Cattolica del Sacro Cuore Di Milano- ALTIS, Italy in 2007.
He participated at various initiatives and projects related to investment, entrepreneurship, innovation, and SMEs. Dr. El Biesi lectured at various Egyptian and Saudi universities as well
